Les vingt-huit études rassemblées ici s’intéressent aux multiples rôles joués par les consuls et l’institution consulaire auprès des marchands actifs dans l’espace méditerranéen du XVIIe au XXe siècle. Ce livre offre tout d’abord une présentation et une analyse des fonds et des sources disponibles pour mener à bien cette enquête historique, depuis les abondantes correspondances jusqu’aux manuels consulaires. Il met également à l’épreuve des pratiques et des usages les prérogatives juridictionnelles des consuls concernant le règlement des contentieux marchands et la certification des transactions et des contrats dans l’Empire ottoman comme en Europe occidentale. L’ouvrage propose ensuite d’observer la variété des contextes d’exercice des consuls et les stratégies commerciales différenciées de leurs autorités de tutelle, de la République de Gênes à la Suède, en passant par le Royaume-Uni, les États-Unis d’Amérique, la République des Sept-Îles ou le Royaume de France. Plusieurs études soulignent enfin les marges de manœuvre politiques, diplomatiques et économiques de consuls qui évoluent dans des relations de pouvoir et des réseaux d’affaires aux contours mouvants. En posant de la sorte la question de l'utilité commerciale des consuls, ces différents chapitres invitent à jeter un regard nouveau sur l’histoire de la fonction consulaire et sur les mécanismes de régulation politiques et institutionnels du commerce international aux époques moderne et contemporaine. Cet ouvrage a été publié avec le concours du GIS Histoire et Science de la Mer.

An account of the significant though gradual, uneven, disconnected, ad hoc, and pragmatic innovations in global financial governance and developmental finance induced by the global financial crisis. In When Things Don't Fall Apart, Ilene Grabel challenges the dominant view that the global financial crisis had little effect on global financial governance and developmental finance. Most observers discount all but grand, systemic ruptures in institutions and policy. Grabel argues instead that the global crisis induced inconsistent and ad hoc discontinuities in global financial governance and developmental finance that are now having profound effects on emerging market and developing economies. Grabel's chief normative claim is that the resulting incoherence in global financial governance is productive rather than debilitating. In the age of productive incoherence, a more complex, dense, fragmented, and pluripolar form of global financial governance is expanding possibilities for policy and institutional experimentation, policy space for economic and human development, financial stability and resilience, and financial inclusion. Grabel draws on key theoretical commitments of Albert Hirschman to cement the case for the productivity of incoherence. Inspired by Hirschman, Grabel demonstrates that meaningful change often emerges from disconnected, erratic, experimental, and inconsistent adjustments in institutions and policies as actors pragmatically manage in an evolving world. Grabel substantiates her claims with empirically rich case studies that explore the effects of recent crises on networks of financial governance (such as the G-20); transformations within the IMF; institutional innovations in liquidity support and project finance from the national to the transregional levels; and the "rebranding" of capital controls. Grabel concludes with a careful examination of the opportunities and risks associated with the evolutionary transformations underway.

"Australia (together with New Zealand) is one of the few Organisation for Economic Co-operation and Development (OECD) countries with which the EU does not have a comprehensive trade agreement. Australia and the EU are entering a new phase in the bilateral relationship, and the push towards a potential trade agreement has been steadily gaining momentum. This collection brings together diverse and deeply practical contributions to the forthcoming policy debate on the Australia–EU Free Trade Agreement (FTA), highlighting potential points of difficulty and possible gains from the agreement. This book makes two further contributions: it adds to the body of work reappraising the contemporary Australia–EU relationship; and provides a snapshot of current issues in trade policy—the ‘new trade agenda’—which is more complex and politically visible than ever. The issues confronting Australia and the EU in forthcoming negotiations are those confronting policy makers around the globe. Depuis le début des années 1990 l'économie mondiale semble s'engager de plus en plus dans la voie de la globalisation. Pour d'aucuns, cette globalisation tendrait à imposer le modèle anglo-saxon, libéral par nature, à l'ensemble de la planète. Cet ouvrage, qui rassemble les actes du colloque organisé en avril 1995 à l'Université de la Sorbonne Nouvelle par le Centre d'études et de recherches sur la vie économique des pays anglo-saxons (CERVEPAS), entend contribuer à retoucher cette image. Il montre que si la globalisation constitue à certains égards le vecteur de la propagation de certaines spécificités anglo-saxonnes dans d'autres régions du globe, il existe néanmoins un écart sensible entre la réalité du fonctionnement de l'économie américaine et de l'économie britannique et le modèle théorique qu'elles ont inspiré et qu'elles sont censées incarner. La globalisation les soumet par ailleurs à une épreuve dont l'issue pourrait bien être la mise en cause du modèle auquel elles ont donné naissance.
